The Obama administration on Friday issued new guidelines that would standardize how the Endangered Species Act is enforced across state lines. Under current rules, states can choose not to designate an animal as endangered if the animal’s population is healthy within that state’s boundaries, regardless of whether it is threatened elsewhere. Environmental groups for failing to consider endangered animals’ historic ranges when assigning the designation.
